Rebecca Eickley is a Managing Director in Public Finance with more than 16 years of Public Finance experience. Before joining Nollenberger Capital Partners, Ms. Eickley was a Managing Director at Robert W. Baird in their Scottsdale, Arizona Public Finance Office. She was responsible for opening the Scottsdale Office and for execution of the business plan.
Previously she opened and led the southwest Public Finance Office of Banc of America Securities and directed all of the office’s activities including successful engagements as sole manager, senior manager, and co-manager for various projects including general obligation, water and sewer, and revenue bonds for a client base including municipalities, telecommunication utilities and Native American tribes.
Ms. Eickley’s career in Public Finance began at the City of Scottsdale where she was responsible for all aspects of the City’s municipal bond program. In this capacity she was the primary interface with rating agencies and was credited with 19 rating upgrades, resulting in an underlying triple A rating from all three rating agencies on the City’s general obligation bonds.
In addition, Ms. Eickley’s wealth of experience includes high-level financial management roles at Dial Corp in Phoenix and Rockwell International and the Koppers Company in Pittsburgh.
Ms. Eickley earned her bachelor’s degree from Duquesne University and her MBA from the University of Pittsburgh’s Executive MBA Program.

John Greenlee is a Managing Director in Public Finance with over 22 years of public finance experience. Before joining Nollenberger Capital Partners, he was a Managing Director of Capital Markets for The Bank of New York in Los Angeles, California. He was responsible for origination, structuring and syndication of credit enhanced bond financings and focused on syndication relationships with public pension funds.
Prior to The Bank of New York, Mr. Greenlee was an Executive Director of Public Finance with CIBC World Markets where he was in charge of business development of the municipal and tax-exempt client base.
Mr. Greenlee has a B.A. in Economics from the University of California, Irvine and did his postgraduate work at the University of California, Riverside.

Kenneth Ough is a Managing Director in Public Finance with over 30 years of public finance experience. Before joining Nollenberger Capital Partners, he was a senior vice president at Dain Rauscher, Inc in San Francisco, California and Dallas, Texas, concentrating on the State of California. Prior to Dain Rauscher, he was the managing director and vice president at Merrill Lynch Capital Markets in Los Angeles.
Mr. Ough started his career in public finance as an associate for both Paine Webber, Inc. and White Weld & Co. Mr. Ough has extensive experience in the areas of general obligation bonds, as well as the full range of tax allocation bonds, certificates of participation, variable rate and revenue financing structures. In 1978, Mr. Ough developed the use of certificates of participation for municipalities and is credited with doing the first such issue for the Port of Portland in 1979. Since the first certificate of participation issue in 1979, Mr. Ough has completed over 150 such issues for municipalities in California.
Published in 1983, Mr. Ough is the author of The Municipal Bond Handbook, "Certificates of Participation, A Unique and Innovative Financing Technique for Public Agencies," Library of Congress Card number 83-74532, Dow Jones-Irwin, Homewood, Illinois. Mr. Ough received his Bachelor of Arts Degree in Political Science with minors in Economics and Sociology from California State University, Northridge, and his Master's Degree in Public Administration from California State University, Long Beach.

Ephraim A. ("EA") Sachs is a Managing Director in Public Finance. He brings to Nollenberger Capital Partners a broad range of capital markets experience spanning over 20 years. E.A. has worked for two other regional investment banking firms in the Los Angeles area. His experience includes being a financial adviser and underwriter to K-12 school districts and community college districts in California. This experience encompasses the development of project plans and the issuance of tax exempt debt. The form of debt includes Certificates of Participation (COPs), special tax bonds (Mello Roos), variable rate and revenue financing structures.
Prior to entering the field of investment banking, E.A.'s experience includes working in the aerospace program as an aeronautical and astronautics engineer in the Mercury, Gemini, and Apollo programs, as well as being a chief financial officer and chief executive officer of a Southern California computer company.
E.A. holds a bachelor's degree in Aeronautical and Astronautics Engineering from Northrop University. As part of giving back to the community, E.A. has served as a coach in Little League basketball, soccer, and tennis. He is also a volunteer reader and a member of the Board of Directors for a radio station directing its programming to the blind and visually impaired.

Dan Massiello is a Principal in Public Finance. Starting his career in 1990 as a municipal financial advisor for a New York based firm, Mr. Massiello structured both new money and refunding G.O. bond issues, cash flow borrowings and revenue backed utility projects. In this capacity, Mr. Massiello was directly responsible for over $3 billion in transactions successfully brought to market.
Since 2000, Mr. Massiello has been an Investment Banker in California. During this time, he has structured and marketed financings for Cities, Redevelopment Agencies, Special Districts and School and Community College Districts. Successfully completed transactions include Tax Increment, General Obligation, Certificate of Participation, Installment Purchase, Lease Revenue, Revenue, Special Tax, and Sales Tax supported financings. Most of these transactions involved unrated and challenging credits, which have garnered Mr. Massiello the ability to engineer well-structured and marketable financing vehicles that consistently meet his clients’ financing goals and objectives.
Mr. Massiello earned his Bachelor of Science degree in Management and Finance from the State University of New York Binghamton and holds Series 7, 24, and 63 FINRA Licenses.

Sachin Karamchandani is an Assistant Vice President and Banker in Public Finance. Sachin works closely with Ken Ough and EA Sachs to develop and cultivate new relationships in school districts and community college districts. Mr. Karamchandani comes to NCPI from KNN Public Finance, a division of Zions First National Bank where he was an Associate. He was also an Associate for UBS Financial Services Inc. Mr. Karamchandani has spent time working for DHL in Brussels, Belgium and Infosys Technologies Ltd in Chennai, India.
Mr. Karamchandani holds a Bachelors Degree in Engineering from the University of Pune in Maharashtra, India where he was ranked 10th in the university. He then went on to earn his Masters of Business Administration in Finance from the Marshall School of Business at the University of Southern California.
